Because it claims Arunachal Pradesh as its own, while it does not claim people from the "heartland" to be Chinese.Think of yourself as the Chinese government. If your people (Arunachalis, apparently) are coming into their own country, do they need visas? If China leaves a permanent mark on an J&K citizen's passport, it implies it is acknowledging that J&K belongs to another nation, which China does not want to do. Hence as a blanket policy, they have started issuing stapled visas to all Indians who enter Hongkong.
